A developer at Cursor — the AI code editor company — opens their laptop on a Monday morning. They don't start writing code. They review pull requests. Ten of them. All written by AI agents that ran overnight, each one tackling a different task from the backlog.

This isn't a demo. Cursor reports that 35% of their internal pull requests now come from autonomous cloud agents. Not assisted by AI. Written by AI. Reviewed by humans.

That number should change how you think about software development.

The Two Kinds of AI Coding Tools

Most people who've heard of AI coding tools picture one thing: a developer typing code while an AI suggests the next line. GitHub Copilot, autocomplete on steroids. That's real, and it works. But it's only half the story.

Local agents are the ones that sit in your code editor. You type, they suggest. You ask a question, they answer. You're working together in real time, like pair programming with a very fast partner. Tools like Cursor and GitHub Copilot live here.

Cloud agents are different. They run on a server somewhere, not on your laptop. You give them a task — "upgrade every instance of this library to version 4" or "add error handling to these 30 API endpoints" — and walk away. They spin up their own environment, do the work, and submit a pull request for you to review when they're done.

The difference matters. Local agents make individual developers faster. Cloud agents make entire engineering organizations more capable.

What "More Capable" Actually Means

Say you run a software company with a backlog of 200 tasks. Some are important. Some are boring but necessary — updating dependencies, fixing security warnings, adding tests to code that doesn't have them, migrating old patterns to new ones.

Your developers are smart and expensive. They should be working on the important stuff. But the boring stuff keeps piling up because nobody wants to spend their Wednesday afternoon updating 47 configuration files.

Cloud agents eat that backlog for breakfast.

You describe ten tasks. Kick off ten sessions. Come back to ten pull requests. The work that would have taken a developer a week — spread across context switches and interruptions and meetings — gets done in parallel while the team works on what actually matters.

This isn't theoretical. Organizations using cloud agents report 5-6x faster migrations and 70-90% automated security remediation. Those are real numbers from real teams, not vendor projections.

The Factory Floor

Multiple people in tech have started using the same word for this: factory.

Chamath Palihapitiya — a venture capitalist who was early at Facebook — uses it. Truell — CEO of Cursor — uses it. The framing is deliberate. It's not "AI assistant" or "copilot" language anymore. It's industrial.

A factory has a floor manager. The floor manager doesn't operate every machine. They design workflows, monitor output, fix problems, and make sure quality stays high. The machines do the repetitive work. The manager makes sure it all fits together.

That's what's happening to software development. The developer's job is shifting from "person who writes code" to "person who manages a fleet of agents that write code."

Dabit puts it bluntly: cloud agents are "closer to hiring than buying a tool." You don't configure them like software. You brief them like employees.

What Cloud Agents Are Good At

Not everything. This is important.

Cloud agents excel at work that's well-defined, repetitive, and low-ambiguity. The kind of tasks where a senior developer could write clear instructions for a junior developer and expect correct results.

Here's the list that keeps showing up:

  • Targeted refactors — rename a function across 200 files
  • Lint and formatting fixes — enforce code style rules everywhere
  • CVE remediation — patch known security vulnerabilities
  • Test coverage — write tests for code that has none
  • Dependency upgrades — update libraries to current versions
  • Documentation — generate or update docs from existing code
  • Migrations — move from one framework version to another

Notice what's not on that list. Product architecture. User experience decisions. Figuring out what to build next. Understanding why customers are churning. The high-judgment, high-context work that makes or breaks a product.

Cloud agents don't replace the thinking. They replace the typing that comes after the thinking is done.

The Part Nobody Talks About

Here's the catch that doesn't make it into the hype cycle: when you shift from writing code to managing agents, the bottleneck moves.

The old constraint was engineering hours. You had five developers. They could produce five developers' worth of code per week. Need more output? Hire more developers.

The new constraint is review capacity and governance. Ten agents can produce ten pull requests in an hour. But someone still has to review those pull requests. Someone has to verify the agents didn't introduce subtle bugs, violate security policies, or make architectural decisions they shouldn't have made.

If you don't have a review process that can keep up with your agents, you've just traded one bottleneck for another — except now the bottleneck involves merging code you didn't write and might not fully understand.

This is why the orchestration layer matters so much. Agents without guardrails produce volume. Agents with clear instructions, constraints, and success criteria produce value.

Playbooks Are the New Competitive Advantage

The teams getting the most out of cloud agents aren't the ones with the best AI models. They're the ones with the best playbooks — prompt templates, configuration files, and success criteria that define exactly how an agent should handle a specific type of task.

A playbook for dependency upgrades might say: check for breaking changes in the changelog, run the test suite after each upgrade, skip any upgrade that drops support for our minimum Node version, and flag anything that touches authentication code for human review.

That playbook is reusable. Run it once, learn from the results, improve the instructions, run it again. Over time, the playbook gets so good that the task is essentially solved. Not by AI alone — by the combination of human judgment encoded in a document and AI execution following those instructions.

We run a version of this pattern internally. Our entire business operates through Claude Code with persistent instructions, reusable skills, and clear constraints. The principle is the same whether you're managing a consultancy or a fleet of coding agents: the value isn't in the AI. It's in the instructions you give it.

Who Benefits Besides Developers

One of the less obvious implications: cloud agents don't require the person triggering them to be a developer.

If the playbook is good enough, a project manager can trigger a migration workflow from Slack. A security analyst can kick off a CVE remediation from a ticket in Linear. The work still gets reviewed by engineers — but the initiation doesn't need to come from one.

This changes who can participate in what used to be purely technical workflows. Not by dumbing down the work, but by separating the "decide what needs to happen" step from the "make it happen in code" step.

What This Means If You Run a Business

You don't need to be a software company for this to matter to you.

If you hire developers — in-house or contracted — the economics of their work are changing. A team of three developers with good playbooks and cloud agents can now cover ground that used to take eight. Not because they're working harder, but because the repetitive work runs in parallel while they focus on decisions.

If you're evaluating technology partners, ask whether they use agent-assisted workflows. Not as a buzzword check — as a practical indicator of whether they can deliver faster without cutting corners on review.

And if you're a developer yourself, the career path is shifting. The most valuable skill isn't typing speed or memorizing syntax. It's the ability to break a problem into clear, delegatable tasks — and then verify the results. Management skills. Communication skills. Quality judgment.

The same skills that made someone a good engineering manager are becoming the skills that make someone a good individual contributor. The factory model flattens the org chart in ways nobody expected.

The Person, Not the Machine

The developer at Cursor who started their Monday reviewing ten pull requests didn't become less important. They became more important. Those ten pull requests only have value because someone with judgment is deciding which ones to merge, which ones to send back, and which ones reveal that the task was defined wrong in the first place.

The factory metaphor works — but only if you remember that factories need people. Not to operate every machine. To make sure the machines are building the right thing.

The best developers in 2026 won't be the fastest coders. They'll be the best fleet managers.
